Sachin Warghade, PhD, is Assistant Professor and Chairperson, Centre for Regulatory Policy and Governance, Tata Institute of Social Sciences (TISS), Mumbai. He has contributed in the design and development of a pioneering academic programmes on regulatory policy and governance at TISS.
He is a public policy and regulatory expert with focus on public utilities (water and energy) and other infrastructure services. He has done pioneering research and advocacy work in the field of independent regulation of water sector in India. He was the member of the Consultative Committee of the Maharashtra Centre for Innovation, Progressive Regulation and Awareness in Water (M-CIPRAW) constituted by the Maharashtra Water Resources Regulatory Authority (MWRRA), Mumbai (2019-2020). He was also member of the Focus Group formed by the MWRRA on water tariff regulation (2021-22). He contributed in the development and drafting of the ‘Model Bill for State-level Water Regulatory Authority Bill’ (2010) in the capacity of the Member, Working Group, Planning Commission of India. He has made several representations before the regulatory commissions. He was invited by the Karnataka Knowledge Commission (Karnataka Jnana Aayoga or KJA) to present on “Inter and intra-sectoral water regulation” as part of the formulation of water policy by the sub-group of KJA on “Institutional Reforms and Governance Systems” (2018).
He was awarded the ‘Fulbright-Nehru Doctoral and Professional Research Fellowship’ in 2011-12 in which he served as visiting fellow at the Social Systems Design Lab at the Washington University in St. Louis, USA. He applies design thinking and techniques in his teaching and research with focus on various modelling techniques like System Dynamics Modelling, Game Theory Modelling, and Structural Equation Modelling. He has been a visiting faculty at the Institute of Public Policy, National Law School of India University, Bangalore and has undertaken several trainings for the members and staff of the Indian Audit and Accounts Service (IA&AS), Forum of Indian Regulators, and South Asian Forum of Infrastructure Regulation. He has published papers in international journals and contributed chapters in books published by international publishers like Edward Elgar, Routledge, Springer, and Oxford University Press. He has travelled extensively for participation and presentation in international conferences and seminars held in countries like UK, Australia, China, South Korea, Singapore, Israel, Sri Lanka, Nepal, and Bhutan.
